What should Linux-Delhi.com be used for ?
I know what it should not be used for. It shouldn't be used for broadcasting commercial communication to all its members. Which means that if you do a PR release on say releasing a new database that runs on Linux you should be available to answer questions related to that.

Commercial Marketplace ?
The idea is to help generate business leads for Linux/OSS based commercial organizations/consultants. However there is no role for marketing. If someone comes up with requirements feel free to ask public questions or communicate offline with them.

Is there a commission being charged ?
No commission is being charged from anyone. Its a community driven site.

Can I post jobs ?
Sure you can, but any public questions must be answered within reasonable amount of time otherwise it shall be considered as broadcast communication and removed.

Why another site ?
Many sites frown upon commercial-ism and are hostile to commercial interests. The aim is to treat recipients of commercial communication treated with respect.
